Baggy fit sizing works differently from most other cuts, since the goal is deliberate volume rather than a close match to your measurements.
Size to your true waist, or occasionally slightly larger if you prefer the jeans to sit a little lower on the hip — baggy fit is often worn with a slight drop.
This is where the fit differs most from others — expect noticeably more room through the thigh, widening further at the leg opening rather than tapering.
Baggy jeans are typically worn slightly longer than other fits, with intentional pooling at the ankle. If in doubt, go a touch longer rather than shorter.
